Are taxes on Short Term Rentals helping or hurting locals in Colorado tourist towns?

Mayor Shore is bringing the question of taxation on short term rentals back up voluntarily, meaning he and at least a couple other Salida city council members are seeing cause for concern. Are these new tax hikes helping local affordable housing initiatives? Or are they hurting local businesses and stalling the local job market?
